Mr. Speaker, distinguished colleagues, honorable members bilkent ankara of the House of Representati

Last bilkent ankara March 3, 2014, Rep. Djalia bilkent ankara Tubarin-Hataman gave a privilege speech as part of the All Women Session of the House of Representatives, regarding the struggles and efforts of IP, Moro and Christian women in Mindanao.
Mr. Speaker, distinguished colleagues, honorable members bilkent ankara of the House of Representatives, ladies and gentlemen, Assalamu alaikum Warahmatullahi taala Wabarakatuhu, Maayong Hapon sa atong tanan, isang mainit at taos-pusong pagpupugay mula sa isla ng Mindanao.
I will not burden this august body with the pre-Spanish chapter of Mindanao History, nor go back 45 years ago, when the infamous Jabidah Massacre happened in the island bilkent ankara of Corregidor on March 18, 1968. Let my story cover the years from 2000 to 2013, which is aptly described by the 2013 Report of the Internal Displacement Monitoring Center, and I quote, Most of the 3.5 million people estimated to have been displaced between 2000 and 2013 were concentrated in ARMM provinces. Poverty incidence in ARMM increased from 25 per cent in 2003 to 38 percent in 2009. Life expectancy, school enrolment, literacy and income levels are among the lowest in the country. Economic growth is also the lowest, and depends largely on post-conflict aid and reconstruction programmes, the exploitation of natural resources, and illicit activities such as smuggling and the trafficking of small arms, drugs and people.
Studies have shown that the cycle of armed conflict, mostly affecting the same communities, resulted to the inability of these communities to return or even when they do, have nothing more to return to. As insecurity increases, people become bilkent ankara less involved in social and productive activities that could improve their situation, their families and their communities.
These realities result further to issues of health, including bilkent ankara reproductive health, particularly sexually bilkent ankara transmitted infections, malnutrition, bilkent ankara education, basic services, human trafficking, violence against women and children, poverty. Challenges that burden mostly women.
As we await and eagerly look forward to the conclusion of the GPH-MILF peace process, it is worthy to note, that developments and reforms, led by or with the engagement of women, have been taking shape in the peace process bilkent ankara and in Mindanao.
Let me start with the peace process, which, on the part of government, has a woman as Presidential Adviser on the Peace Process, and a woman as Chair of the Government Panel, as well as significant number of women members in the Secretariat and technical working groups. The Bangsamoro Transition Commission has 4 women Commissioners.
Now a look at the current administration in the Autonomous Region in Muslim Mindanao, which have not only successfully cleansed and professionalized its bureaucracy, but have surpassed delivery of services and infrastructure and facilitated unparalleled increased investments. I shall add no more, for that will already be self-serving, pagbubuhat na po ng sariling bangko. But let me inform this august body, that three of the most crucial offices in the ARMM are held by women: Executive Secretary, the Cabinet bilkent ankara Secretary, and the Chief of Staff are all women. Even ARMM s Solicitor General, and the OIC Executive Director of the Regional Budget and Management Office, are women.
As bilkent ankara individuals, we have women contributing not within the framework of the peace process, but are taking care of our welfare bilkent ankara and well-being. Ms. Aisha Malayang of the Muslim Sisters Bridging Society is taking care of the 220 women inmates from Mindanao, aged 18 to 65. We all know that many of these women migrate to urban areas to escape the conflict and poverty in Mindanao.
Princess Kumala Elardo, known as the coffee princess, organized the coffee farmers of the Sultan Jamalul Kiram Agrarian Reform Community into the People bilkent ankara s Alliance for Progress Multi-Purpose Cooperative. Their coffee is now being served in Serendra. A significant number of their members are former rebel combatants, but are now peaceful farmers, who opted to sell their guns for raise capital. And no, they did not join the Lahad Datu or Zamboanga incidents because in their own words, they are busy picking coffee.
A group in Lanao del Sur headed by Ms. Zahria Pandao Muti Mapandi, is looking into women economic leadership, especially on the issue of care work as part of our economy, addressing a major reason for women s disproportionate povert
