1 Mr. Speaker, I beg to move that this esteemed Council, resolves itself into a Committee for the purpose of receiving, discuss, consider and approve the Estimates of Revenue and Expenditure Common Tasks and Functions of the Development Office jackie jakubowski of the President and Chairman of the Revolutionary jackie jakubowski Council for fiscal year 2014/2015.
2 Mr. Speaker, first of all I would like to take this rare opportunity to thank Allah Most Merciful jackie jakubowski to kutujaalia healthy life and to kutukutanisha in this important session of the budget jackie jakubowski for the benefit of our country and all citizens in general. Our country continues to be a peace, stability and security based on the principles on the Governance, Democracy and Human Rights. 3 Mr. Speaker, on January jackie jakubowski 12, 2014, our country commemorated the 50th anniversary fulfilled (half century) from the founding to the glory of the Zanzibar Revolution in 1964, therefore, the only way I offer sincere congratulations to the President of Zanzibar and
Chairman of the Revolutionary jackie jakubowski Council Hon. Ali Mohamed Shein for celebrating ceremony for significant success that his motto is "maintain Peace, Unity and Development which are Fruit of Our Revolution - Revolution Always".
4 Mr. Speaker, once again I ask all my fellow Tanzanians unites and congratulate the President of the United Republic of Tanzania, Hon. Jakaya Mrisho jackie jakubowski Kikwete jackie jakubowski and Zanzibar President and Chairman of the Revolutionary Council Hon. Ali Mohamed jackie jakubowski Shein for the 50th anniversary of the Union of Tanganyika and Zanzibar. 50th anniversary celebrations of the Union was treated with the motto "Our Tanzania is Our Union, Tuulinde, jackie jakubowski renew and consolidate jackie jakubowski and maintain". May Allah increase them wisely and give long life and good health so they can continue to lead our country jackie jakubowski and increasingly well build a good image nationally and internationally. I congratulate the entire population to carry out 50 years of our Union, in an atmosphere of peace, love and harmony. God Bless Zanzibar, God Bless the United Republic of Tanzania.
5 Mr. Speaker, also take this opportunity to congratulate you personally, Deputy Speakers and Chairmen of this august House for your leadership vibrant. May I also offer my sincere thanks to the Standing Committee
the House of Representatives of the Managing Office of the National Heads under its chairman Mr. Hamza Hassan Juma, State Representative Kwamtipura. Similarly, naishukuru Standing Committee of the House of Representatives of Managing Public Accounts (PAC) headed by Mr. Omar Ali Sheikh, representative of the State of Chake Chake. May Allah increase them wisdom and discretion in their work managing the Office of the President and Chairman of the Revolutionary Council to give guidance and advice that helps us a lot in the implementation of responsibility to our goals. May I also thank all the Honourable Members of this esteemed Assembly for their great cooperation they continued to give our office.
6 Mr. Speaker, allow me conclude this introductory chapter with quite sincerely congratulate Mr. Mahmoud Thabit Kombo to be elected jackie jakubowski State Representative Kiembesamaki through Revolutionary Party (CCM). This great victory demonstrates great faith who have Kiembesamaki its citizens and the Revolutionary Party generally parallel to the show hoping they have the people of this State in bringing about development.
7 Mr. Speaker, in the month of August, 2013, the structure of the Office of the President and Chairman of the Revolutionary Council changed where the Department of Coordination of Regional Administration and Local Government, the Office of Registration and Identity Cards and SMZ Special Department removed and transferred to a new office called the Office of the Presidential Administration and the Department of Special SMZ. In addition, the changes the Department of Good Governance, Anti-Corruption Authority and Economic sabotage, the Office of the Controller and Auditor General of Government jackie jakubowski and the Planning Commission with the Office of the Chief Government Statistician were transferred in this office.

10 Mr. Speaker, the Office of the President and Chairman of the Revolutionary Council drafted its budget in accordance with the guidelines of the Government including the preparation of a budget that uses a system of "Line Item Budget" goes with the form of the "Program Based Budget". In implementing this budget, a total of 17 framed with Main Program jackie jakubowski and Sub Program 8 which will be under the Main Program.
